一位擅长于色彩表现的中国现代油画家和美术教育家。字雨三，山西汾阳人。父亲卫璋是清末举人，教书先生，对诗、书、画均有修养。 卫天霖受其家庭影响，自幼喜欢书、画。由画谱入门，进而临摹清代画家傅山等的作品。中学时代，卫天霖对民间美术产生了浓厚兴趣，曾广泛搜集民间年画、彩绘、炕围画。1920年赴日留学，毕业后任日本东京美术学校研究员。1928年回国任中法大学孔德文艺学院艺术部主任、北平大学西画系教授等职。
A modern Chinese oil painter and art educator who is good at color expression. His courtesy name is雨三, and he is from Fenyang, Shanxi. His father, Wei Zhang, was a juren in the late Qing Dynasty and a teacher who was well-versed in poetry, calligraphy, and painting. Influenced by his family, Wei Tianlin has been fond of calligraphy and painting since he was a child. He started with painting manuals and then copied the works of Qing Dynasty painter Fu Shan and others. In middle school, Wei Tianlin developed a strong interest in folk art and collected a wide range of folk New Year paintings, colored paintings, and kang-surrounding paintings. In 1920, he went to Japan to study and served as a researcher at the Tokyo School of Fine Arts in Japan after graduation. In 1928, he returned to China and served as the director of the Art Department of the Conde Institute of Literature and Art of the Sino-French University and a professor of the Western Painting Department of Peking University.
